Abstract Brexit seems to have produced a new form of narrative in the Conservative Party in which some Conservative MPs brand themselves first and foremost as representatives of ‘the people’. Following on from the 2016 EU referendum, a new discourse has become prominent in the party and has also been developed as a new critique of the British Parliament. Celem opracowania było wskazanie wybranych wad procesu legislacyjnego w zakresie tworzenia przepisów prawa finansowego, tj. regulacji odnoszących się do publicznej działalności finansowej, a także próba oceny wpływu tych uchybień na założone funkcje stanowionych unormowań. Ze względu na ograniczone ramy artykułu zakresem badania objęto wyłącznie fazę postępowania prawodawczego w Sejmie. Analizie poddano ustawy uchwalone w IX kadencji Sejmu, a katalog form naruszeń procesu ustawodawczego ograniczono do obejścia przepisów regulujących wykonywanie inicjatywy ustawodawczej oraz niezachowania wymogu rozpatrywania projektów ustaw w trzech czytaniach. La partecipazione popolare al procedimento legislativo prevista dallo Statuto: vincolo giuridico o politico-parlamentare?

This paper aims to analyze the participation of organized interests in the legislative process, disciplined by the article 12.3 of the Sicilian Statute. The results of the research show that no other regional statute, and not even the Rules of procedure of the two chambers of the Parliament, adopts the same mechanism of participation. The Sicilian Statute can be considered an interesting example of how the decision- making process can include organized interests as already experimented with the public debate on large infrastructures.

In the last 5 years, a number of European countries have successfully introduced national databases holding the DNA profiles from suspected and convicted criminal offenders as well as from biological stain materials from unsolved crime cases. At present, DNA databases are fully or partially in operation in the UK, The Netherlands, Austria, Germany, Finland, Norway, Denmark, Switzerland and Sweden.
